CEO & the Executive Team

Anthony joined the City as CEO in June 2024. He brings a wealth of experience and a deep commitment to enhancing local government services to meet the evolving needs of our community.

Anthony began his career in a private civil design consultancy before transitioning to local government in 1988. He held key roles at Swan, Belmont and Subiaco before joining the Town of Victoria Park as Manager of Technical Services in 2001. His leadership journey continued as Director of Renew Life and ultimately serving as the permanent CEO since May 2015.

His professional achievements include serving as President for the Institute of Public Works Engineering Australasia (IPWEA) WA, Executive Director of IPWEA, and trustee of the Public Works Foundation. He currently sits on the Local Government Advisory Board and holds memberships in various industry groups, showcasing his dedication to advancing local government practices and is the current President of the Local Government Professionals Australia – WA.

Gary holds a Bachelor of Economics and is a member of the Local Government Professionals

The function of Corporate Services is to coordinate internal corporate services provision and functions to the organisation and deliver external service relevant to economic development, tourism and culture the arts and library services.

Responsibilities include:

• Financial Services
  including Rates; Purchasing and Procurement; Accounts Payable and Receivable; Accounting and Payroll
  
• Corporate Information & Technology
  including IT; GIS; Records
• Internal Audit
  

Nathan has more than 20 years’ experience across both public and private sectors (including Interstate). His business acumen, passion and strong negotiation skills are essential in securing long-term growth and legacy opportunities for the City of Kalamunda and its communities. He strives for the best outcomes by driving high-performing teams and embedding positive workplace culture – with a definitive strength in strategy, policy, planning and project delivery.

Nathan is a highly experienced professional with a strong understanding of the legal and regulatory framework. Nathan holds passion for business improvement and creating highly functional places for the community. His commitment to excellence at every stage is evidenced through his outstanding outcomes and his leadership approach. 

Nathan began his career at the Shire of Toodyay as a Planning Officer in 2003. He has worked at the City of Swan, private consultancy, Development WA (State Government) and Penrith City Council (NSW) before commencing at the City of Kalamunda in 2023. Nathan holds numerous following qualifications and professional memberships, including Bachelor of Environmental Studies, CERT IV in Project Management (specialising in Property Development), Post Graduate qualifications in Urban and Regional Planning; Environmental Science, and an MBA.

Sinead holds a Master of Professional Engineering (Civil Engineering), Bachelor of Science (Civil Engineering Specialisation, Second Major Integrated Design) and Master of Business Administration. She is an active member of the Institute of Public Works Engineering Australasia (IPWEA) and is the current chair of the Young IPWEA committee. Sinead was awarded the Winner of the Young IPWEA Emerging Leader Award WA in 2020, in recognition of her positive influence to industry and community.

The function of Asset Services is to manage physical and natural assets under the control of the City. Types of assets include roads, drainage, footpaths, buildings, parks and natural areas.

• Waste and Fleet Services

Luke is the City of Kalamunda’s Director Community, bringing nearly 20 years of leadership experience across metropolitan and regional local government, with expertise spanning community services, facility operations, planning, finance and corporate services.

Luke is passionate about delivering meaningful community outcomes through inclusive strategies, programs and projects that enhance community wellbeing, connection and liveability. His experience includes building strong community partnerships, leading diverse teams, and delivering services that respond to the evolving needs and aspirations of the community.

As Director Community, Luke works with teams responsible for a broad range of services and facilities that strengthen the connection between the City, community, visitors and local businesses.

The Community Directorate includes:

Community Hubs & Safety – supporting community connection, accessible services, community facilities (libraries), safety initiatives, emergency management, fire prevention and ranger services.

Recreation and Leisure – delivering recreation facilities, leisure services, and supporting local sport and community clubs to encourage active and healthy lifestyles.

Place and Community Experience – enhancing the community experience through arts, events, cultural initiatives, tourism and place-focused programs that celebrate the City’s unique identity.
