Wattle Grove South MRS Amendment

Background:

The Minister for Planning has approved Metropolitan Region Scheme (MRS) Amendment 1388/57 – Wattle Grove (South) Precinct, as modified, with the amendment taking effect upon publication in the Government Gazette on 29 May 2026. The amendment rezones approximately 126 hectares of land in Wattle Grove from the Rural zone to the Urban zone. 

The amendment and associated Environmental Review documentation were publicly advertised for 60 days from 8 October 2024 until 9 December 2024. During this period submissions were invited from government agencies, landowners and the wider community. 

As part of the approval, an Environmental Condition (EC) designation applies to the amendment area to ensure that specified environmental requirements and management measures are addressed prior to future subdivision and development occurring.  

Pursuant to section 126(3) of the Planning and Development Act 2005, the Western Australian Planning Commission (WAPC) has concurrently amended the City of Kalamunda Local Planning Scheme No. 3 by transferring the amendment area into the Urban Development zone.

What Does This Mean? 

The approval supports the long-term growth objectives of both the City of Kalamunda and the State Government and is expected to facilitate approximately: 

  • 1,666 future dwellings; and 
  • housing for approximately 5,331 residents. 

The rezoning will enable future residential development while supporting coordinated planning for infrastructure, transport connections, utilities, public open space and community facilities. 

 

Structure Planning 

The Urban Development zoning is a precursor to the next stage of planning, being the preparation and approval of a Structure Plan. The Wattle Grove South Structure Plan has been prepared and was publicly advertised from 24 October 2025 to 5 December 2025. 

In March 2026 at Ordinary Council Meeting, Council resolved to recommend approval of the Structure Plan, subject to modifications. 

The Structure Plan has since been submitted to the WAPC for determination. Currently, the City has not received formal approval from the WAPC. 

Once approved, the Structure Plan will guide the future development of the area, including residential neighbourhoods, local open space, activity centres, road networks and community infrastructure. Subdivision applications can then be considered in accordance with the approved Structure Plan.
