Before You Start

Applying for a development application without the required supporting documents is like starting a business without a business plan. The application can't be properly evaluated until all the necessary information is provided.

Additional note, this question does not require you to have ALL documentation as not all business require Bushfire assessments or producing alcoholic beverages.

Important: This assessment is a guide only. Formal assessment of any proposal is subject to the City of Kalamunda's Local Planning Scheme, State Planning Policies and applicable Local Planning Policies.

1. The City needs certain documentation to support the development application, please tick the documentation you have prepared prior to the Development Application

Similar to applying for a business licence without providing the necessary registration documents, a Development Application cannot be properly assessed without the required plans and supporting information. Please collect all the relevant plans and supporting documentation for preliminary review.

Once received, the City will be able to advise whether the proposal is ready for lodgement or if any additional information is required.

However, please proceed with the self-assessment as it can guide and assist you if you’re unsure on what documents to provide.

Lodging a Development Application without all required supporting information is similar to submitting a job application with a strong résumé but without references or qualifications. While much of the information is available, the assessment cannot be completed until the remaining documents have been provided.

Please collect the following information:

Once these documents have been received, the City will be in a position to proceed with the application.

However, please proceed with the self-assessment as it can guide and assist you if you’re unsure on what documents to provide.

Thank you for providing the required plans and supporting documentation for the proposed Development Application.

Based on the information submitted, the documentation appears sufficient for the application to be lodged and formally assessed by the City. Please note that the City's acceptance of the application for lodgement does not guarantee approval.

Further information may be requested during the assessment process if required; however, the application is considered adequately documented to proceed to formal assessment.

However, please proceed with the self-assessment as it can guide and assist you if you require more information.

If your proposal includes the installation, alteration, or replacement of advertising signage, Local Planning Policy 2 – Signage (LPP2) may need to be addressed as part of your application.

6. Under the City’s LPS3 there are certain maximum requirements for having customers/clients or members of the public to visit the premises. Can you clarify to us generally how many patrons would visit the premises?

Businesses with frequent customer visits are generally more suitable within commercial or mixed-use areas than residential locations.

8. Under the City’s LPS3 classifies certain business types to have a maximum number of employees at a time. Can you clarify how many staff will work from the site?
9. In accordance with our LPS3, depending on the zone your business is located in and type of business, would need to be in accordance with the City’s requirements. Can you tell us how many official parking bays/spaces are you providing for the business?

The number of employees can influence parking requirements, traffic impacts and suitability within different zones. We recommend you view the Parking requirements stated within the City’s Local Planning Scheme No.3.

Businesses requiring trucks, loading areas or frequent deliveries are generally more suited to industrial zones. We recommend you view the use of certain vehicles stated within the City’s Local Planning Scheme No.3.
10.A. Does the vehicle weigh more or less than 3.5 tonnes?
11. Business possibly can affect local amenity of the area generally through noise, odour or emissions. Can you determine the following that your business might produce?

Potential impacts on neighbouring properties are a key planning consideration, particularly near residential areas.

12. City of Kalamunda has many areas that are Bushfire prone, some businesses may need additional bushfire documentation depending on the severity of the Bushfire rating. Is your property located within a Bushfire prone area?

If the site is in a Bushfire Prone Area, the proposal will need to demonstrate compliance with State Planning Policy requirements of SPP 3.7. This would require the preparation of a Bushfire Attack Level (BAL) assessment, Bushfire Management Plan and Bushfire Emergency Evacuation Plan. These plans are usually prepared by a suitably qualified bushfire practitioner.

However, a BAL isn’t always needed within Bushfire prone areas. If your business is within your home or ancillary dwelling and your lot size is less than 1100sqm. Then the provision of SPP 3.7 doesn’t apply, and thus you won’t need a BAL report.

Is the property strata titled?
Do you have your other title owners consent?
If you don’t wish to do that, you can still apply for a development application however, it will be advertised to adjoining lots for comments during the statutory time frame.
Do you own the property?
If you don’t wish to do that, you can still apply for a development application however, it will be advertised to adjoining lots for comments and will extend the standard statutory time frame.
