Clarification on Draft Local Planning Policy 35 (LPP 35) - Hatch Court Light Industrial Area

The City has become aware that Figure 1 shown on the City’s Engage page has been interpreted as a proposed or preferred road alignment through the Hatch Court Light Industrial Area.

Draft LPP35 is an interim planning measure. Its purpose is to guide subdivision and development while the City prepares a Local Structure Plan, Development Contribution Plan and Design Guidelines for the area. Draft LPP35 does not determine the location of any future road and does not approve a connection between Adelaide Street and Kalamunda Road.

The road alignment shown left is illustrative only. Concepts for road alignment are being developed and considered through the Local Structure Plan process. Approval of Draft LPP35 will not mandate a preferred alignment. Decisions on road location, design, traffic impacts and infrastructure will be made through the Local Structure Plan, informed by technical studies and community consultation. Technical studies are currently underway, with community engagement for the Local Structure Plan anticipated to be start mid-2026.

The Hatch Court Light Industrial Area has been zoned for light industry since 2018. Several development approvals have been issued by the State's Development Assessment Panel since then. However, without a local structure plan, these developments have been considered in isolation. A more detailed planning framework will achieve the best outcome for the precinct through coordinating development.  

Draft LPP35 introduces planning controls to ensure any development occurring before a structure plan is adopted does not prejudice future coordinated planning.

Environmental considerations are a key focus, including the protection of wetlands and degraded vegetation, with future planning to include appropriate buffers and environmental controls.

Submissions on Draft LPP35 will be reported to Council. The community will have further opportunities to provide feedback when the Local Structure Plan and supporting technical studies information are advertised for public comment in mid-year 2026.
