About the Project

Gateway WA Perth Airport and Freight Access Project is the largest infrastructure project ever undertaken by Main Roads WA and aims to improve the safety and efficiency of one of the State’s most important transport hubs, where road, rail and air services connect.

The $1 billion national priority project will create landmark road infrastructure around the Perth Airport and the freight and industrial hubs of Kewdale and Forrestfield.

The Kewdale, Forrestfield and Perth Airport precinct is a critical gateway for the effective movement of people and goods in Western Australia. The precinct is already experiencing congestion with a number of intersections currently operating beyond capacity during peak periods.

The need to upgrade this precinct has been driven by the:

  • proposed expansion and consolidation of the airport terminals to cater for the anticipated doubling of passenger air travel
  • predicted growth in freight and container transport within the Kewdale area, which is expected to double by 2030.

The project is a result of a comprehensive two-year planning study that identified the potential road and bridge improvements required to service the future needs of Kewdale, Forrestfield and the airport precinct.

Funding and Delivery

The project is being jointly funded with the Federal Government contributing $686 million as part of the Regional Infrastructure Fund and Nation Building Program. The State Government is contributing $318 million.

The project is being delivered using an alliance contract where five industry leaders – Leighton Contractors, Georgiou, GHD, AECOM and BG&E – will work in partnership with our State’s road authority, Main Roads WA. The Alliance will design and deliver this iconic infrastructure project for the people of Western Australia.

Since the contract award, the Alliance team has concentrated on detailed pricing, planning, design and confirmation of the construction methodology and program. In August 2013, the State and Federal Governments agreed on the project’s Direct Cost Target, allowing delivery of the major construction packages.

While some early works packages began earlier in 2013 (Abernethy Link), work on the project’s major construction packages commenced in third quarter, 2013. The full scope of works is expected to be completed by 2017, ahead of the planned consolidation of the domestic and international Perth airport terminals.

This major investment in purpose-built infrastructure will foster continued economic and regional development in Western Australia. Expanding the regional road network will improve access, safety, social amenity and transport efficiency and reduce pressure on the surrounding local roads.

Project Overview

The Gateway WA project incorporates road and bridge improvements, local road modifications, facilities and connections for pedestrians and cyclists, noise walls, landscaping, innovative urban design and the use of Intelligent Transport System technology.

As part of the Gateway WA project:

  • An on-ramp will be constructed at Abernethy Road to Tonkin Highway (southbound)
  • Tonkin Highway (between Great Eastern Highway and Roe Highway) will be widened to six lanes
  • Leach Highway (between Orrong Road and the Perth Airport) will be upgraded to an expressway standard
  • New grade separated* interchanges will be constructed at:
    • Tonkin Highway / Leach Highway
    • Tonkin Highway / Horrie Miller Drive / Kewdale Road
    • Leach Highway / Abernethy Road
    • Tonkin Highway / Roe Highway
    • Tonkin Highway / Boud Avenue.

*A grade separated interchange is a vertically separated intersection that allows a major traffic movement to travel over or under a minor traffic movement.
