Guidelines

Owner Builders
Owner-builders are persons who construct for themselves a residential house or an industrial/commercial building, including additions.
To become an owner builder, where the value of the building works exceeds $20,000, you must submit an application form, pay the application fee, and proof of identification for either a Residential Owner-Builder Statutory Declaration or an Industrial Owner-Builder Statutory Declaration to the Building Commission.  Evidence of being granted approval to build as an Owner-builder must be received by the City before the City can issue you a building Permit.

Refer to the Department of Commerce’s website for further information at http://www.commerce.wa.gov.au/building-commission/owner-builders-responsibilities.

Energy Efficiency
Building applications for residential building works, including new homes and additions to residences, and some commercial structures require information relating to the energy efficiency of the building.

Checklists to assist applicants applying for a building Permit have been prepared by the Department of Commerce and are available from their web site at: http://www.commerce.wa.gov.au/building-commission/energy-efficiency-residential-buildings

As part of the energy efficiency provisions glazing and ventilation calculators have been developed by the Australian Building Codes Boards to assist applicants applying for a building approval and are available from their web site at: http://abcb.gov.au/Resources/All-Resources?types=%7bBBD8390F-884A-4FE4-BD0B-C52AF4A0989A%7d
